Protect Yourself and Your Home from Contractor Rip-offs, Scams and Shoddy Work!

As winter comes to a welcome end and we enter the spring season, homeowners inevitably will be besieged by offers, promotions and come-ons from all kinds of home improvement contractors and installers – plumbing, air conditioning, doors, windows, remodelers, landscapers -- you name it. Most will be legit...but some won't be.

Unfortunately, fraudulent contractors are extremely common in the home improvement industry…and they really seem to come out of the woodwork around this time of year. Because this area is so specialized and intimidating to many homeowners, it is easy to get taken advantage of by a disreputable “professional.”

Whether you are looking for a home improvement contractor to perform routine repairs, install equipment or perform major reconstruction and remodeling, here are a few simple tips to ensure that your home improvement contractor or installer is on the up and up.


Get It In Writing
Make sure to thoroughly read and understand the written contract for your home improvement project before you sign. Discuss your questions and get clarification. If you are not given an estimate and a contract in writing, or if your contractor is unwilling to explain things to you clearly, hire someone else. If you don’t understand a contract, don’t sign it; you could obligate yourself to repairs that you are not prepared to pay for. And don’t give any oral commitments to any work; as Yogi Berra once said, “An oral contract ain’t worth the paper it’s written on!”


Cheaper is Not Always Better
When it comes to home improvements, you almost always get what you pay for. Be wary of contractors that promise things that sound too good to be true. If your instincts tell you something strange is is up, you are probably right. Cheap contractors usually use cheap materials, sell cheap equipment and employ cheap, inexperienced, low-quality labor. And that can cost you a lot more in the long run -- both in operation costs and in future repairs.

Fraudulent contractors often try to scare homeowners with news of urgent or emergency repairs…or fantastic deals that you must act upon immediately. Do not let anyone pressure you into costly repairs on the spot; seek a second or third opinion to be sure. Always shop around and get multiple estimates. Focus on getting the best value; not the best price.


Check Credentials
Is your contractor properly licensed? Can he get all the permits to legally perform your home improvement or repair? Does he have a favorable rating from the Better Business Bureau? Does he belong to professional and industry trade organizations? Does he follow the industry’s best practices? Reputable contractors can answer yes to all these questions.


Get a Referral
Word of mouth is crucial in hiring a good contractor, but you have to be sure your referral is coming from a reputable source. Never base your decision on the word of a solicitor or stranger. Instead, ask friends, family members and neighbors, or consult a referral service that provides the names and contact information for qualified, pre-screened professionals in your area. Do not just go for the cheapest price estimate—take the time to get a solid referral; you could save thousands, especially if that amazing deal offered by the door-to-door salesman turns out to be a fraud. The best home improvement contractors have been in the business for some years and have a track record of customer satisfaction.


Read Home Improvement Contractor Reviews
There are plenty of websites that offer unbiased customer reviews of local businesses and contractors – among them Yelp, Insider Pages, Angie’s List, Local.com – as well as business directory sites (Yellowpages.com etc.) and search engines like Google, Yahoo and Bing. Beware of “Travelers”
“Travelers” are door-to-door solicitors that come knocking in hopes of gaining your trust and your business; this is one of the most common contractor frauds. These scam artists will talk fast, promising steep discounts on everything from roofing to bathroom remodeling. They will often cite their exclusive access to overstock building supplies as the reason for their great deals. The best way to protect yourself is to politely decline the sales pitch from the start, but you can also check the yellow pages for the name and number of the contractor at your door. If you cannot find a listing, tell him to hit the bricks.


Never Pay Up Front
No reputable contractor or installer will ever ask for payment until after the work is completed to your satisfaction, and will never require cash payment. If your contractor asks for payment up front or insists on doing a cash-only business, find a new contractor.


Do Not Get Your Own Building Permits
Another common tactic employed by fraudulent contractors is to request that you secure any necessary building permits yourself. A good contractor will do this for you — that is why you are paying him to do the work.


If You Are a Victim of a Fraudulent Contractor...
If you think you have been a victim of a fraudulent contractor, take immediate action to fix the situation. Consult a lawyer to find out if you have any legal recourse and report the incident to your local Chamber of Commerce and the Better Business Bureau. You may also need to involve local law enforcement if you believe a crime such as larceny or identity theft has been committed.

You love your home’s central heating and air conditioning, but you hate all the noise it makes. Check Internal and External Components:
One of the biggest contributing factors to a noisy heating system is a faulty relationship between the unit’s indoor and outdoor components. Keep Old Man Winter at Bay When You're Away!

Though winter is not usually an in-demand travel season, many of us do head out of town during the coldest months of the year. From snow birds and holiday travelers to skiers and warm weather enthusiasts, there are plenty of people looking for ways to relieve those deep winter blues by getting out of Dodge!

If you will be spending time away from home this winter, be sure to take precautions to ensure your home is ready for your extended absence. The following winterizing tips will help secure your home and prevent costly damage to your plumbing, HVAC system, interior and exterior while you are away.


Choose Temperature Wisely

You may be thinking you will save money on utilities while you are gone, but if you leave your home’s thermostat off or set too low you could come back to a major – and expensive – problem. Frozen pipes will burst, which can ruin your home’s plumbing and flood the house. Even if you live in an area that doesn’t get much snow or ice, it is still a good idea to set your thermostat no lower than 55 degrees. You will still save some money on energy costs, but your house will stay warm enough to keep your pipes from freezing.


Prepare Plumbing

When upgrading your HVAC system, always pay close attention to the ductwork. Flexible ductwork is a growingly popular alternative to traditional hard metal ducts. Before you decide whether or not it’s right for your home, consider the pros and cons carefully.


Pros of Flexbile Ductwork

Flexible ducts are cheaper than metal ones. This can save you money on installation and upkeep. If you are on a limited budget or would like to spend more of your remodeling budget elsewhere—like furniture or custom painting—it makes sense to save with flexible ducts.

Because the materials are cheaper, professional labor charges will be less, too. Installation is simpler, so you won’t have to pay top dollar for experienced labor.

Flexible ducts are…well…flexible. That means they can be installed in tight spaces where traditional metal ducts wouldn’t fit. If you’ve got sharp corners and lots of angles, flexible ductwork is a good option.


Cons of Flexible Ductwork

Flexible ductwork can restrict airflow more than metal ducts. Greater airflow means better HVAC system efficiency, but flexible ducts are more susceptible to interference from compression, pinching, and twisting. If ducts are installed in an attic or storage crawl space where boxes or other items could be pushed up against them, this can also diminish airflow. This decreased efficiency could mean higher energy bills.

Durability is also an issue with flexible ductwork. It doesn’t last as long as metal ductwork, it is thin and can puncture easily, and it doesn’t hold up to normal wear and tear like metal does. Over time, flexible ducts can become brittle and break or crack with even a slight touch.

Installing flexible ducts will save money initially, but you’ll have to replace it fairly often, and long before you would metal. This means you’ll incur that same initial cost several times for as long as you live in your home. For a more long-term solution, metal ductwork is a much better choice.

Flexible ductwork is made of a thin, pliable material. Not only does this make less durable than metal, but it also means that flexible ducts are more likely to become damaged in the short term. It’s difficult to install the material without damaging it, as rips and tears can happen very easily. Pests like mice and some insects can eat through the material, causing tears and holes that may be impossible to repair. Any sharp object stored too close to the ducts can easily cut through the ducts, as well. If your installers are not careful, you may end up paying more to replace damaged sections.

Most of us know that old food can get moldy. And we've all seen what mold can do to an old pair of sneakers. But not everyone knows that these freaky fungi can get into and take root inside your home. And the results of mold infestation can be devastating.

Mold is certainly unsightly. It can even smell bad. Aww...let face it: mold is downright gross! But more importantly, mold is bad for your health. When mold grows excessively inside your home, it can seriously affect air quality. Airborne mold spores float through your home and are inhaled. This can lead to a variety of respiratory illnesses like bronchitis and persistent cough, as well as chronic conditions like allergies and asthma. The more mold you have in your home, the more likely it is that you or someone in your family will develop one of these health issues.


Mold Growth is Widespread

There are hundreds of different mold varieties, and these can be found virtually anywhere. Even if your home is spotless, mold could be growing in unseen places like behind walls, under floors, inside insulation, in ductwork, or along window sills. Some of the most common volatile organic compounds are generated by paints, household cleaners, and adhesives. The VOC in mold creates that distinct, musty odor that we usually associate with mold or mildew growth. The smell alone can decrease the quality of air inside your home and will gradually worsen if the problem is not eliminated. Research has shown that humans who are exposed to a high concentration of indoor mold growth experience a wide range of symptoms, from allergic reactions to issues with the central nervous system including nausea, headaches, and diminished mental capacity.

  • Allergens: Every type of mold also produces allergens. Mold grows in tiny clusters called spores. These spores release invisible toxins that travel through the air inside your home and can trigger allergic reactions when they are inhaled. These reactions are the same as you might experience with any other environmental allergy: itchy, watery eyes; sneezing; coughing; nasal congestion and sinus pressure; and even skin rashes.

Prevent Mold Growth

For visible mold, clean the area with an antibacterial cleaner or a common bleach and water solution. This will get rid of existing mold and will prevent new growth. Remember that mold and mildew thrive in warm, moist places so be sure that your bathrooms are vented properly, open windows whenever possible to allow fresh air into your home, and never leave damp clothing or linens lying around.

Standards are Getting Tougher for Energy-Efficient Heating and Cooling Systems and Other Appliances

According to a March 2010 press release, the U.S. Environmental Protection Agency (EPA) and the U.S. Department of Energy (DOE) have been implementing stricter policies to improve the federal Energy Star program and to increase consumer confidence in the label. The action comes at a crucial time, when more American consumers are both struggling financially and turning to home heating and cooling equipment and home appliances that will save energy and reduce utility bills.


Strengthening Testing and Enforcement

The EPA and DOE have begun a two-part process to expand Energy Star testing:
  • The DOE recently started testing on six of the most common Energy Star product types: freezers, washing machines, dishwashers, water heaters, refrigerator-freezers, and room air conditioners. The DOE will conduct testing on more than 200 models at independent laboratories over the next several months.

  • The EPA and DOE are currently working on a system that will make the Energy Star qualification process more rigorous. Changes include testing by approved third-party labs, ongoing verification testing, and new manufacturer compliance cooperation procedures.

On the enforcement front, the EPA and DOE have been working to identify and resolve issues with manufacturers who fail to meet Energy Star standards. This includes actions taken against nearly three dozen manufacturers since January 2010:

  • January 7, 2010: The DOE announced that freezer manufacturer Haier had signed a consent decree on four of its models that were found to consume more energy than the company reported. As part of their agreement, Haier was ordered to notify all impacted consumers, repair defective units at no cost, and pay a fine of $150,000 to the US Treasury.

  • January 25, 2010: The DOE disqualified 34 compact fluorescent lightbulb models from more than two dozen manufacturers. These bulbs did not meet all Energy Star criteria for CFL.

  • January 28, 2010: The DOE took action against four companies that manufacture showerheads because the products were not certified to meet federal water conservation standards.

  • February 4, 2010: The DOE initiated a civil penalty against an air conditioner and heat pump manufacturer because some of its products were not certified, while other products were certified without the proper testing.

  • March 7, 2010: The DOE commenced enforcement actions against two more showerhead manufacturers suspected of marketing products that did not meet federal water conservation standards.

  • March 11, 2010: The EPA terminated their partnership with US Inc./US Refrigeration based on the company’s history of Energy Star logo misuse, unresponsiveness to EPA communications, and a habitual failure to comply with Energy Star guidelines.


Energy Star Brand Aims to Bolster Consumer Trust

The Energy Star program already has several systems in place to ensure consumer confidence in products that carry the Energy Star label. The requirements for certification are as follows:

  • To receive the Energy Star label, companies must submit to the federal government data that shows their product(s) meets clear and quantifiable energy efficiency standards.

  • The DOE and EPA conduct regular third-party laboratory and “off the shelf” testing of a range of Energy Star products to ensure continued compliance.

  • Because the Energy Star label is so attractive to buyers, market competition drives compliance from manufacturers. Manufacturers frequently test competitors’ products to ensure compliance and can report violations to the EPA or DOE.

  • When a manufacturer is found to be in violation of Energy Star policies, the label is removed from the affected product, corrective measures are outlined, and if changes are not made the Energy Star partnership may be terminated.

A British Thermal Unit -- or BTU -- is the measure of an air conditioner’s power output and cooling capability. Normal BTU range for most air conditioners goes from around 5000 for a small window unit to 30,000 or more for a central AC system. BTU output is directly related to the size and cost of a unit—lower BTU means less power and lower cost, higher BTU means more power and higher cost. When you’re shopping for a new air conditioner, pay special attention to BTU because this is the best indicator of whether the unit is powerful enough to meet your needs.


What is a BTU?
If you’re talking about air conditioners, BTU describes the power capacity of a specific unit. Generally, BTU output corresponds to the size of the space an AC can cool—a unit with more BTU can cool a larger room. About 20 BTUs are needed for each square foot of space in a room or home. Other things to consider are the height of ceilings, size and number of windows, and amount of insulation.

Still, BTU is a fairly accurate indicator of cooling capability, though it usually makes sense to adjust down. For example, if your living room is 10 feet by 15 feet and has a total area of 150 square feet, you’d multiply that by 20 BTUs to get 3000. Therefore, you’d need an air conditioner with at least 3000 BTUs to effectively cool your living room. However, when you take into account the other factors that impact the space—like cathedral ceilings, large windows, or an unusually warm climate—you may find that 3000 BTUs are not enough to keep you cool. In that case, it’s obviously best to choose a unit with higher BTU.


BTU Range
There’s a wide range of BTU outputs available in both commercial and residential air conditioners. Most residential units average 5000 to 30,000 BTUs. 12,000 BTUs equals one ton of air; some units are marked with a measurement in tons rather than BTU. A “2-ton” AC, for instance, means that the unit has an output of 24,000 BTUs.

Portable air conditioners average about 5000 to 12,000 BTUs. Wall and window units can reach upwards of 24,000 BTUs at the high end. Mini split systems range from 9000 to 24,000 BTUs, while multi-split systems and central air conditioners can put out 30,000 BTUs or more. Industrial air conditioning systems frequently have BTU output significantly higher than 30,000.

Not only will BTU tell you how much room an air conditioner can cool, but it can also give you an idea of how much you’ll have to pay to run it. The more BTUs a unit uses, the more it will cost to operate. To save money on utilities, look for air conditioners with a high Seasonal Energy Efficiency Rating (or SEER). Additional features like programmable thermostats, timers, fans, and power-saving settings can reduce strain on your system, boost efficiency, and lower your energy costs while still keeping your home cool.

The Environmental Protection Agency (EPA) has managed the Energy Star labeling program for nearly twenty years, and has helped Americans cut greenhouse gas emissions and save billions on utility costs. In 2009 alone, Energy Star partners helped consumers avoid greenhouse gases in an amount equal to that of the output of 30 million cars and save more than $17 billion on utilities.

The EPA recently announced a new set of more stringent guidelines for Energy Star-certified home construction. These new conditions will raise the bar of energy efficiency for qualified homes, making them at least 20 percent more efficient than homes built to the previous standards. Homeowners will likely see at least a 15 percent drop in their utility bills, as well.

The EPA’s updated guidelines will further solidify the Energy Star brand as it’s applied to new home construction. Energy Star homes will continue to represent significant increases in energy efficiency over homes that are built to standard builder practices and codes. The new regulations will go into effect as of January 2011, though many builders and contractors are likely to start implementing the changes much earlier than that.

Two of the most common mistakes people make when purchasing central air conditioning are 1). Getting a system that is too large for the size and style of their house, or 2). Getting a system that is too small. This usually happens when an air conditioning contractor recommends an oversized unit, telling you that “bigger is better.” Or when a contractor tries to sell you a smaller unit so that they can underbid other contractors and make sure they get the job by offering you a bargain.

Here's the truth: When it comes to central air conditioning systems, bigger isn't better; it’s just more expensive. And smaller may save you some money upfront, but you almost always get what you pay for.

Consider some of the problems you can get into from buying an oversized or undersized air conditioner...


Air Conditioner Too Big:

An oversized central air condtioning system will turn on and off much too frequently, which will wear down your equipment and waste electricity. Plus, the larger system will cost you more upfront and more to operate.

This frequent cycling on and off will also make your indoor temperatures fluctuate up and down more, resulting in a less comfortable environment. The oversize unit will lower temperature too quickly and then turn off before removing the appropriate amount of humidity. What You Can't See May Be Costing Hundreds of Dollars in Wasted Heating and Air Conditioning Bills!

Your heating and cooling systems use more energy than any other system in your home. Typically, 46% of your entire utility bill goes for heating and air conditioning alone. For many homeowners, a large chunk of that heating and cooling bill may be completely wasted...and the culprit is hidden out of sight beneath your feet and over your head.

Your home’s air duct system is a complex network of tubes made of sheet metal, fiberglass or other materials that runs throughout your walls, floors, and ceilings, carrying heated or cooled air from your home’s furnace and central air conditioner to each room. But if these air ducts have leaks or are poorly insulated, as much as 60% of your heated or cooled air can be lost before it even reaches the registers in these rooms. That can result in a lot of wasted energy...and money. As well, ducts that are damaged or don’t work properly can create serious, life-threatening carbon monoxide (CO) problems in the home.

Sealing and insulating air ducts that are in unconditioned spaces -- such as an attic, crawl space or basement -- is extremely important and can be a great way to get a handle on out-of-control heating and cooling costs. Insulation if fairly easy to install on existing duct work. If you are buying a new duct system, consider one that comes with insulation already installed. Sealing your air ducts to prevent leaks is even more important if you want to save energy and money. If the supply ducts are leaking, large amounts of heated or cooled air can be forced out of holes or unsealed joints and lost. In addition, unconditioned air can be drawn into return ducts through unsealed joints. In the summer, hot attic air can be drawn in, increasing the load on the air conditioner. In the winter, your furnace will have to work longer to keep your house comfortable. Either way, your energy losses can cost you big bucks.

In most cases, air ducts in unconditioned spaces should be sealed and insulated by a qualified HVAC and duct work professional using appropriate sealing and insulation materials -- especially if the air ducts are concealed. If you're a handy do-it-yourselfer, here are a few simple tips to help with minor or temporary repairs to visible duct work.
  • Check your ducts for obvious air leaks. Look for sections of duct work that should be joined but have separated, as well as for holes or punctures.

  • If you use tape to seal your ducts, avoid the common cloth-backed, rubber adhesive duct tape that you can get at any old store. This garden variety duct tape tends to fail quickly. Instead, most HVAC and duct contractors recommend professional quality mastic, butyl, foil or other heat-resistant tapes. Look for tape with the Underwriters Laboratories (UL) logo.

  • Be award that insulating ducts in the basement will make the basement colder. If the heat ducts are fully insulated, water pipes and drains in the basement could freeze and burst if the basement temperature gets too cold. Use electric heating tape wrap on your pipes to prevent this. Also consider insulating your basement walls to hold more heat in or installing heating in your basement.

  • If your basement has been converted to a living area, hire a professional to install both supply and return registers in the basement rooms.

  • Make sure that a well-sealed vapor barrier exists on the outside of the insulation on cooling ducts to prevent moisture from building up.

A Few Cool Things to Know Before You Make Your Next Air Conditioning Purchase!

With summer upon us, thoughts naturally turn to your home’s air conditioning system. Is it ready to handle the summer heat? Could it use a tune-up? Any air conditioning repairs that you’ve been putting off? Or perhaps it’s time to purchase a new air conditioning system altogether.

Buying a new air conditioner can be a scary process, especially if it’s been a while since you purchased one. Trying to sort through the noise of commercials, advertisements, brand names, promotions, rebates, and special offers can send any homeowner into a tailspin. As with any significant investment, it pays to take your time and do your research before committing to an air conditioning purchase. There are five main factors you should look at to help you compare air conditioners and air conditioning systems.


1. Seasonal Energy Efficiency Rating (SEER)

Air conditioners are rated on a scale from 10 to 17. The higher the SEER, the more expensive the unit. While this may serve as a deterrent for some, it should help to know that a high SEER value also means a longer warranty, less maintenance, and lower utility bills. On the other hand, a low SEER value makes for a less expensive air conditioner, but the warranty, rebates, and energy efficiency are also lower. Units with a low SEER rating also cost more to operate.

Anything with a SEER value less than 10 is well below current government and industry standards; these units aren’t even an option in new construction. Be wary of companies that still market 9 and 10 SEER units at deep discounts. These systems are already out of date. For cooling products sold on the market today, the government requires a minimum SEER rating of 13.0.


2. HSPF

If you're considering purchasing a heat pump to meet both your cooling and heating needs, you'll need to know its HSPF rating. HSPF (Heating Seasonal Performance Factor) is a term used in the heating and cooling industry to measure the efficiency of air source heat pumps. HSPF is measured on a scale of 1-10. The higher the HSPF rating of a unit, the more energy efficient it is. All new heat pumps manufactured after 2005 are required to have an HSPF of at least 7.7. A heat pump with an HSPFgreater than or equal to 8 can be considered high efficiency.


3. Matching Your Living Plans

If there’s a chance you could move in a year or two, it may not make sense to invest in a high efficiency air conditioner. However, if you are preparing new construction, have just moved into your home, or plan to stay in your home for several more years it makes sense to consider a high efficiency air conditioning system. You can expect to recover at least the cost of your purchase in a short amount of time thanks to energy and repair savings.

A highly efficient air conditioner will definitely boost your home’s resale value, but you aren’t likely to get your initial investment back. Still, if energy efficiency or environmental responsibility is your main objective, buying a new and efficient air conditioning system is always worth the cost.


4. Compare Warranties

Better units will have a longer warranty. Some air conditioning manufacturers offer as much as a 10-year warranty, which means they will repair your air conditioning unit for any reason for the first ten years that you own the system. Often, warranties can be extended to a new homeowner in the event that you sell your house before the protection expires; many air conditioning companies offer these for a nominal fee at the time of purchase.


5. Choose a Reliable Air Conditioning Contractor

Look for someone who is willing to communicate with you, who is properly licensed and insured, and who will supply you with a list of customer referencess. Check and double-check everything, including references, and take the time to make the right decision for you.
